Handling a TLS version 1.3 HelloRetryRequest will require processing two ServerHello messages, the second of which must not reset the running transcript digest (and is not permitted to change the selected cipher suite). Move the responsibility for setting the protocol version alongside the responsibility for setting the cipher suite in tls_select_cipher(), and refuse to change either protocol version or cipher suite if they have already been selected. iPXE network bootloader
