Michael Brown c5e1f007ac [arm] Use -mfloat-abi=soft only for EFI builds 
The EFI ABI requires the use of -mfloat-abi=soft, but other platforms
may require -mfloat-abi=hard.

Allow for this by using -mfloat-abi=soft only for EFI builds.
