Michael Brown 99a9e6e431 [build] Construct driver rules for USB devices 
Parse USB_ROM() lines to create build rules to allow for e.g.

  make bin/smsc9500.usb

(i.e. using the driver name as a build target, rather than having to
use the source file name).
